Xi'an Highway Survey and Design Institute Co., Ltd. (hereinafter referred to as "the Company") was established in 1992. Originally a self-funded institution under the Xi'an Municipal Transportation Bureau, it was restructured into a state-owned enterprise in 2006. In 2020, it became Xi'an Highway Survey and Design Institute Co., Ltd., joining the Xi'an Transportation Investment Group Co., Ltd. and operating as a wholly state-owned enterprise. The Company is a comprehensive survey, design, and research organization integrating highways, municipal engineering, and architecture, and is a leading provider of highway engineering design and consulting services in Xi'an.

The Company has 12 internal departments, including the Design Institute, Planning Institute, Geotechnical Institute, Municipal Engineering Institute, and Smart Transportation R&D Center.

With 95 employees, the Company boasts 35 senior engineers, 42 intermediate engineers, and 26 registered professionals in various national engineering disciplines.
